BREAKING: Man charged with murder of 25-year-old sister

A brother is being charged with his sister’s death after her body was found on Saturday in a field off of W. Remus Road near Nottawa Road in Deerfield Township on the Saginaw Chippewa Indian Reservation.

Daniel Lawrence Fuller, 29, is being charged with murder in the death of Iva Joy Fuller, 25, said Frank Cloutier, public relations director for the Saginaw Chippewa Indian tribe.

Cloutier would not comment on what caused Iva Fuller’s death or details of the crime scene.

Daniel Fuller is in the Isabella County Jail awaiting arraignment on formal charges, Cloutier said.

Fuller was paroled from the Michigan Department of Corrections on Tuesday, according to the departments website. His criminal history includes assaulting/resisting/obstructing a police officer and unlawful use of an automobile.

The FBI is leading the investigation, with assistance from the tribal police, Mount Pleasant police and the Isabella County Sheriff’s Department because the crime occurred on tribal land.

I would like someone to explain to me how in the world is the reservation located west of town? The reservation is east of town. As far as the courts are concerned that jurisdiction has not yet been decided.

An ongoing lawsuit against the state could shake up the boundaries of Mount Pleasant and surrounding areas in the coming months.

Originally filed by the Saginaw Chippewa Indian Tribe against the state in 2005, the suit considers historic reservation boundaries and the tribe’s ability to exercise its power within. It is scheduled to be heard Aug. 10 in U.S. District Court in Bay City.

According to the tribe, the lawsuit stems from concerns it has with governing its people. But all local leaders agree the logistics will take a long time to sort through.

“It was brought about to protect out tribal boundaries and exercise our sovereignty while protecting tribal members,” said Frank Cloutier, the tribe’s interim public relations director.

If the tribe succeeds, the reservation’s boundaries would include half of Union and Chippewa townships, and all of Deerfield, Isabella, Nottawa, Denver and Wise townships. It would include half of Mount Pleasant, with everything north of High Street becoming tribal land.

A change in the reservation boundaries would not result in new taxes for non-tribal members, Cloutier said, as the tribe would lack the jurisdiction to do so.

    What does it mean?

It is still unknown what the ramifications would mean for the city of Mount Pleasant and area townships.

“When I say nobody’s really sure what that means, I’m not hedging — that’s just truth,” City Manager Kathie Grinzinger said. “No one really knows if that means that local ordinances would still be the implementing ordinance or if the tribe’s zoning or planning or ordinance would supercede those.”

The tribe and federal government are in mediation with the state to settle the issue before the trial. Mediation will continue until the trial at the court’s recommendation.

Cloutier said the tribe is trying to resolve taxation and child welfare issues on tribal members through the lawsuit.

“We’re not looking to increase our square footage,” he said. “It’s not an issue of making the reservation bigger.”

The lawsuit also would affect Union Township, which could be split with everything north of Remus Road becoming tribal land.

Supervisor John Barker said he is not too worried.

“There is potential that half of Union Township could be affected by the decision. What the ultimate effect is remains to be seen,” he said. “I can’t say it’s one of the highest items on my agenda.”

I think your reporters need to read their own paper before they report. You should be reporting on the ignorance of city officials giving away private property to the tribe.

  • think before you speak

At this point I don't think it really matters on the boundaries of the Tribe or not, what is going on down there is completely Ludicrous people are dying down there and for some reason people think they can get away with it. Let's go back 2 yrs ago when a 18 yr old boy went missing and no one has been able to find him. Now a man tribal member or not gets out of prison and murders his own sister and who cares about the Tribal boundaries really… Regardless if the news got the directions wrong the convictions should still remain the same.

I believe that if they would monitor and make sure that anyone with felonies or has a history of onset violence that can cause fatal harm to anyone is not allowed on tribal property and has to register with the tribal and federal police this would cut your violence history in half. The sovereignty act was put in place yes so we could govern ourselves and if this means to take the law into our own hands I believe that we are failing.

I am new to Michigan, I've heard a lot of this tribal beef about this and that in under two weeks. This is a terrible story and my heart goes out to the friends and family of Iva Fuller. It's not that I can't imagine what she went through, but I don't want to begin. Can anybody tell me what is exactly wrong with the death penalty or public hangings again?? probably not.

    Whoswho4u,
The truth is simple. The Saginaw Chippewa Indian tribe boundaries are listed with brown signs and the each entrance. Ancestral land ranges from Cheboygan to Detroit threw the middle of the state. BUT……….who cares at this point A Young girl was killed . Let's deal with the here and now, and let the courts deal with issues of the rez. Why Don't you come out to the prayer ceremony for the community and its healing. Why concern our self's with a bridge that has not been dealt with. It's simple… The point is. It is in litigation. Let heal communities and stop worrying our self of mortal things and start with spiritual things.

Yes i do agree who cares about the boundries of the reservation, tribal member was involved here and shes was my friend, we all need to as a community be here for each other and not worry about the reservation boundries. This is whats wrong with the world today so much hatered and so much negativity in life. How do we teach our children to respect and care for our selves and our community if we are all hating on one another and judging people. We are not here to judge anyone we are here to live, love and laugh. SShe was a very good friend of mine and its hard to deal with her loss so if we could all come through as a community that would be awsume. thank you

I fail to see how this is remotely relevant to a story ABOUT A TRAGIC DEATH. While the boundaries are an important issue, they are currently being dealt with. What does this have to do with Iva's death? The answer: nothing. If you want to discuss local politics, then find a better place for it, NOT HERE.

I just really hope none of her family have seen this.

yea but i dont think that it is all about the tribal members though… it has to be taken care of all through out isabella county they are just letting this place get out of control… so who is gonna step in and control it…
