City Commission Notebook: Parking enforcement agreement with CMU approved


The Mount Pleasant City Commission passed several motions Monday as consent agenda items, including approval of a parking enforcement agreement with Central Michigan University.

In a January session, commissioners endorsed a proposal to expand parking enforcement on a trial basis with CMU based on recommendations from a 2013 study by Walker Parking Consultants. A contract was drafted by the City Attorney and has been approved by CMU.

The contract would see the revenues from the coin and citations on all meters on city streets being split, with 30 percent going to the city and 70 percent going to CMU.

Mount Pleasant resident Richard Swindlehurst addressed the commission, asking why the city was taking a sizably lower percentage of the revenue, especially when demand for metered parking spaces on the south end of the city is so high.

Mayor Sharon Tilmann said the amount of "leg work" CMU is doing was taken into consideration when the contract was being drafted.

The university will provide coin collection, write tickets, collect ticket payments and handle appeals for all metered spaces near the campus. This contract allows for a more efficient method of greater enforcement because of CMU's already established enforcement infrastructure.

This contract allows for a six-month notice to end the contract  by either side, and is now on a trial basis.

Also approved at Monday's meeting:

  • Three bridges and three adjacent streets to the Tribal Transportation Facility Inventory. The Lincoln Street, Pickard Avenue and Broadway Street bridges over the Chippewa river and their adjacent streets will stay in the City's jurisdiction.
  • The bid for replacement of the Pickard Street Lift Station Pump went to to Robinson Electrical and Mechanical for $43,246. Funds exist in the Wastewater Plant Replacement Reserve to cover the additional allocation.
  • A public hearing was set for August 11, to consider naming the dog park at the Mission Creek Park.
  • The commission also recognized the Moses family for their donation to Mount Pleasant City Parks.
