Varying degrees of criminal sexual conduct now available on Web site


The 1994 Michigan Sex Offender Registration Act requires convicted sex offenders to register with the local law enforcement agency where they reside. The act is not meant to punish offenders but to protect the public.
The following terms for criminal sexual conduct offenses are derived from the Public Sex Offender Registry, which can be found at www.mipsor.state.mi.us/.
Also listed are the possible variables for the CSC offenses, definitions and circumstances that would describe penetration.
Currently, 46 individuals are listed in the registry for the 48858 zip code.

TERMS/DEFINITIONS:

PENETRATION: includes sexual intercourse, anal intercourse, cunnilingus, fellatio, or any other object inserted into the genital/anal opening.
CONTACT: includes touching of the groin, genital area, inner thigh, buttocks or breast.

OFFENSES

750.520B,C,D,E. CRIMINAL SEXUAL CONDUCT:

  • 1st Degree: includes Penetration plus any one of circumstances 1-10 Penalty: Felony; any number of years in prison with life maximum.
  • 2nd Degree: includes Contact plus any one of circumstances 1-10 Penalty: Felony; up to 15 years in prison.
  • 3rd Degree: includes Penetration plus either circumstance 11, 12, 13 Penalty: Felony; up to 15 years in prison.
  • 4th Degree: includes Contact plus either circumstance 12 or 13 (except "e") Penalty: Misdemeanor; up to 2 years in jail.

750.520G 1,2. ASSAULT WITH INTENT TO COMMIT CSC:

  • By Penetration: Penalty: Felony; up to 10 years in prison.
  • By 2nd Degree Contact: Penalty: Felony; up to 5 years in prison.

750.145A. CHILDREN-ACCOSTING FOR IMMORAL PURPOSES:

Accosting, enticing or soliciting a child 15 years or younger with intent to induce or force the child to commit an immoral act, or to submit to an act of sexual intercourse, or an act of gross indecency, or any other act of depravity or delinquency, or shall suggest to such child any of the aforementioned acts, shall on conviction be deemed guilty of a misdemeanor; up to 1 year in jail.

750.145B. CHILDREN-ACCOSTING FOR IMMORAL PURPOSES 2ND OFFENSE:

Felony; requires a second or subsequent conviction of 750.145A.

750.145c 2&3. CHILD-SEXUALLY ABUSIVE COMMERCIAL ACTIVITY:

Felony; defines child sexually abusive activity or material; provides definitions; penalties; evidence; reporting by commercial film or photographic print processors; ordinances.

750.167(1)(f). DISORDERLY PERSON-OBSCENE CONDUCT:

Any person who engages in indecent or obscene conduct in a public place, i.e., participating in oral sex. Misdemeanor; requires a third or subsequent conviction.

750.335A. INDECENT EXPOSURE:

Misdemeanor; requires a third or subsequent conviction.

750.455. PANDERING:

Procuring a female inmate for a house of prostitution or enticing a female person to become a prostitute or an inmate of a house of prostitution. Felony; imprisonment up to 20 years.
